CIMI’s Research, Evaluation and Development Committee invited Dr. Mina Zemach of Migdam Research and Consulting to present the findings of a recently published study examining the impact of the bilateral agreements. PIBA and CIMI jointly commissioned Migdam for this important study, which was conducted over a decade. The conference was attended by Mital Cohen and Nir Fogel of PIBA. The study sample comprised 500 agricultural, construction and domestic care workers, and the findings show that the agreements are an effective tool in preventing illegal commission fees. However, it is impossible to conclude with any certainty that the changes observed in the situation regarding the workers’ rights can be solely attributed to the implementation of the agreements or whether they are due to other factors.
